There will be a rally of support at 9:00 AM Wednesday (10/26/22) at the Clark County Courthouse, 1200 Franklin St, Vancouver, WA 98660. The rally is an effort to bring awareness to the impending release of murderer Roy Russell as a result of recent legislation passed in Washington state and the trauma this situation is causing the family of Chelsea Harrison. Jim Senescu, the prosecuting attorney for the case and now family lawyer for Chelsea Harrison, is expected to speak.
Roy Russell was convicted in 2006 for the murder of Chelsea Harrison in 2005. Chelsea Harrison was 14 years old when Roy Russell brutally killed her at his home in Vancouver Washington. In 2006 Roy Russell was sentenced to life in prison under the three strikes law. Because of the passage of SB5164 in 2021, Roy Russell is now eligible for resentencing. Roy Russell will be released in 7 years, with the potential release the day of his resentencing hearing this November.
We consider this an unacceptable outcome and believe that the public needs to be aware of this injustice and what can be done to prevent this from happening to other families.
Jim Senescu, the family lawyer of Chelsea Harrison and prosecutor is expected to be in attendance along with former Washington State Senator Don Benton who sponsored the Chelsea Harrison bill, which closed the loophole that saw Roy Russell beat his first life sentence in 2001. Joe Kent running for WA-3 congressional seat and Jeremy Baker running for 49th LD Position 2 have been spearheading the effort to raise awareness to this Injustice and are both expected to be in attendance.
